Qualifications and Capabilities

 

·         BA/BS degree or equivalent practical experience.

·         5 years of experience in educational program development, preferably in a collective bargaining environment.

Experience in a union, labor management or healthcare industry environment preferred
·         Skilled at directing and coaching a program development team with a track record of proven project management and organizational skills.

·         Excellent written and verbal communication skills and proven ability to establish strong relationships inside and outside the Fund.

·         An energetic and creative leader capable of inspiring teams to achieve their potential.

Finance

·         Leads the Financial and Administrative resources of the organization to ensure the organization is functioning efficiently within budgetary limits.

·         Coordinates audits and proper filing of tax returns.

·         Ensures maintenance of appropriate internal controls and financial procedures.

·         Provides regular and timely updates to the Education Fund's Executive Leadership Team and Board of Trustees regarding the Education Fund's financial performance against budget and strategic plan.

 

Administration

  • Ensures continuous improvement in quality and efficiency through durable and effective processes, systems and technologies.
  • Delivers clear project management plans for the Finance and Administrative functions that enables the organization to deliver on the strategic plan
  • Develops and implements a Digital Strategy that aligns with the mission, key priorities and strategic plan of the Education Fund.
  • Ensures the Education Funds Database Administration provides meaningful and timely data. 
  • Develop and implements a decision framework that includes analytic tools and support to evaluate the administrative, legal and financial feasibility of proposed and existing programs.
  • Ensures legal, regulatory and contractual compliance for the Education Fund.
  • Responsibility for risk management reporting and mitigation.
  • Assesses industry and market best practices to identify the most efficient and effective technologies, systems and processes.

●     Coordinating the candidate interview and endorsement process both for independent endorsements and through the SEIU State Council endorsement processes in CIR's various states, including developing candidate questionnaires, a member-driven interview process, and making recommendations on candidate endorsements and contributions;

●     Building CIR's political capacity through support of the Local and SEIU's COPE program ;

●     Working with CIR leadership to identify other healthcare provider, community, political, and civic organizations with whom CIR shares values and interests, and develop and implement outreach and engagement with those allies.

 

Education and Experience Requirements:

●     Minimum of five years legislative or issue advocacy campaign experience with a labor union, state or local agency or association, non-profit community organization or progressive elected official, with progressively increasing responsibility and leadership;

●     A passion for healthcare issues and a vision of healthcare justice that incorporates the social determinants of health, including the evolving healthcare workforce, poverty, racial and immigrant justice, gun violence, public health, and support for the healthcare safety-net; 

●     Direct experience in at least one of the states where we represent members (California, Florida, Massachusetts, New Jersey, New Mexico, and New York) highly desirable;

●     Electoral campaign experience desirable, but not required;

●     Minimum of three years supervisory experience or as a team lead;

●     Outstanding interpersonal skills with a demonstrated ability to motivate, lead, build strong working relationships and hold others accountable;

●     Ability to travel and willing to work long hours and weekends, as needed;

●     Demonstrated ability to contribute to creating a positive work environment that encourages personal responsibility, initiative and innovation;

  5. Supervise staff and members who are assigned to perform political tasks to further the union's political program;
  6. Provide leadership on political messaging, including written communications such as bulletins, direct mail, email, phone scripts, polls and testimony for members, allies, elected officials and the media in coordination with the Communications Director;
  7. Arrange, organize and lead member engagement with elected officials including lobby days, phone calls, and postcard campaigns, and other activities; 
  8. Serve as Chief Lobbyist for SEIU District 1199NE including developing legisative and policy proposals, prepare and give testimony at public hearings, summarize and analyze bills and policies from and maintain lobbying coalitions, collaborate with staff and members to develop organize plans to complement our lobbying efforts and develop leaders; 
  9. Craft and execute a plan for member political education and engagement throughout the state that results in increased participation in the union's political program;
  10. Work to develop relationships with legislators, other elected officials, and candidates on behalf of the union;
  11. Develop and implement the union's candidate and ballot initiative endorsement process including questionnaires, interviews, and contribution recommendations;
  12. Design election  campaign plans for candidate, issue , and independent expenditure campaigns in coordination with the state council work group;
  13. Build and maintain strategic partnerships with our allies, represent 1199NE in labor and community coalitions, and serve on the SEIU State Council;
  14. Develop annual, monthly, and project-based programs and budget plans including donations for approval by the President, Officers and Executive Board; administer annual and monthly political budget and budget plans;
  15. Ensure appropriate reporting to the Office of State Ethic and other bodies;
  16. Provide regular written reports on activities;
  17. Supervise Political Organizer(s);
  18. Other duties as assigned by the President.

The Statewide Field Director (SFD) of SEIU Local 2015 oversees member-related organizing and representational activities. As part of the Executive Leadership Team, the Director collaborates in the overall development and implementation of the strategic organizational plan for SEIU Local 2015.

 

 

Essential Job Functions:

1-       Oversees Regional Directors and their staffs in developing the leadership of the organization including the design and implementation of organizing or political campaigns to build organizational leadership identification, recruitment, development, and training.

2-       Drive the Local 2015 strategies/program in the field across the state with the desired outcomes in clear focus

6-    Coordinates with industry bargainers and develops a collective bargaining strategy appropriate for each instance to achieve more uniform contracts terms and expiration dates in all Local 2015 industries (IHSS, NH, and Private Agency).

 

7-  Develops and coordinates all membership-based legislative activity with other

appropriate staff that relates to long term care policy issues.

 

 8-  Develops recommended budgets, allocates resources effectively and plans and

implements program activities as appropriate.

 

9-  Mentor, Coach, and develop the strategic and critical thinking of Regional Directors

 

10- Act as internal agent of change, consistently challenging supervisors, leaders and staff to innovate in their current work to expand the local's capacity to win on behalf of the members.

 

11- Embrace, support and promote the organizations' core values, beliefs and culture including: maintain high ethical standards; training, developing, nurturing and mentoring all staff members; and encouraging team work and participation by all staff and members.
