Code for America believes government can work for the people, by the people, in the 21st century. We build open source technology and organize a network of people dedicated to making government services simple, effective, and easy to use.


The Code for America Programs staff lead the organization's partnerships, system's change and delivery-driven advocacy work to obtain measurably better outcomes in: increasing access to food; keeping people out of jail; ensuring the hardest to employ get and keep jobs and building a network that creates the conditions in which 21st century government can thrive. The Programs staff work cross-functionally with the organization's product and marketing teams.


Through our work, we have identified policies and practices that act as barriers to government's effective delivery of services. They include procurement, governance and organizational practices that must be changed if we hope to achieve Code for America's vision of a government that works for all Americans in a digital age.   


The Associate/Program Director, Policy and Practices will lead the organization's work to further government's ability to buy, build, govern and manage digital services.  The goal of this position is to openly and collaboratively document the barriers to achieving a 21st century government, promising practices and ways in which local governments are overcoming these barriers and then advocate for more people to implement these solutions with a significant focus on leading content development for the Code for America Summit.  The Associate/Program Director will develop the financial sustainability of the program over time and build out a portfolio of partnerships between Code for America and other organizations which accelerate our collective impact. The Program Director will join a dynamic Programs Leadership Team and will report to Code for America's Chief Program Officer. The role does not currently manage any staff; but it is anticipated that direct reports will be hired as the program grows. This role is ideally located in San Francisco.


Responsibilities:

  • Establish a vision for Code for America's advocacy towards the practices of digital government and drive impeccable execution towards this vision.
  • Lead the content portion of the Code for America Summit, drawing on the best practitioners across the country to deliver a best in class conference.  
  • Develop and document Code for America's official positions on and practical advice for the implementation of government digital practices.  
  • Create blueprints for increasing the digital competencies of government agencies that reach candidates, elected officials and administrators.  
  • Develop and execute strategies in collaboration with the Marketing Team that get the word out about these recommendations and increase their adoption nationally.
  • Develop a sustainable funding model or models to make this work both long-term financially viable and high impact.
  • Develop and maintain strong relationships with local, state and federal departments/agencies such that you are trusted advisor.
  • Collaborate with aligned organizations to increase the effectiveness of the work;  reduce duplication, speed up shared learnings and "carve out" ownership for specific activities.
  • Deliver tactical implementation towards goals, anticipating staffing needs, risks, and the need for frequent and clear communication internally and with stakeholders.
  • Work across program teams to identify critical barriers and create strategies for addressing these barriers.
  • Write and publish learnings; maintaining an external presence that positions CfA as the thought leader in this space.

Requirements:

  • At least 5 years of  relevant experience with increasing responsibility, some in government.
  • Passion for the Code for America mission and a strong vision for the role technology plays in achieving service delivery impacts.
  • Proven track record of overcoming system barriers to achieve a set of goals.
  • Politically astute and able to find common ground and build relationships across political differences especially within a government environment.
  • Familiarity with the civic tech landscape, key players and gaps in delivery.
  • Strong understanding of government procurement and IT practices, some with contemporary digital services teams.
  • A compelling communicator as comfortable in the field as in the Boardroom.
  • Exceptional writer with a skill for reaching a diversity of audiences.
  • Proven project execution skills including quick follow-up and a strong commitment to follow through.
  • Thrives in a fast paced environment and gravitates towards continuous change.
  • Willingness to travel 30+% time and effective strategies for working on the road/remotely.
