LABOR RESEARCHER
RESEARCH & COLLECTIVE BARGAINING DEPARTMENT
Location: Headquarters
Salary starts at: $74,219
This position focuses on providing assistance to AFSCME affiliates on issues related to collective bargaining, outsourcing, public policy and member working conditions. It combines policy analysis, fiscal analysis and advocacy skills.
Duties:
Research and Analysis
- Responds to inquiries in areas of specialization from affiliates and AFSCME staff by analyzing the issues and making recommendations.
- Additionally, responds to a variety of routine requests. This generally involves searching the files for information on the topic and answering the request, often adapting previous responses to similar requests.
- Analyzes city, county, state and other budgets, occupations and industries and policy issues.
- Analyzes state and federal legislative and regulatory initiatives to determine their impact on AFSCME members and make recommendations.
Writing & Presentations
- May develop new resource materials.
- Writes occasional articles, manuals and fact sheets.
- Prepares and presents exhibits, summaries and other materials.
- May be asked to prepare and present testimony before city councils, county and state legislatures and the press.
- Conducts workshops and prepares session outlines and materials for presentations.
Affiliate Work
- Works with AFSCME affiliates on implementation of initiatives and develops plans and strategies to achieve representation objectives.
- May give advice during negotiations and impasse procedures.
- May monitor specialty issues of importance to AFSCME and serve as resource person for both AFSCME staff and affiliates.
- Performs other duties as assigned.
REQUIREMENTS:
Education
- Graduation from an accredited four-year college or university with course work in economics, political science, and five to seven years of experience; or any equivalent combination of education and experience.
Skills/Knowledge
- Thorough knowledge of labor unions and organizing.
- Thorough knowledge of economic program analysis and projections.
- Thorough knowledge of collective bargaining process and issues.
- Ability to communicate effectively both orally and in writing.
- Ability to write reports and make presentations.
- Ability to conduct sound research and make logical conclusions.
- Ability to formulate program strategies and respond to formal information requests.
- Ability to perform economic analysis.
- Advanced skills in the use of personal computers and database software.
