Summary: Data-driven thinker with experience using VAN (or comparable sophisticated database) and the sensibility of a trainer and organizer sought for dynamic and fast-growing coalition serving over thirty 501c3 organizations in Pennsylvania with a shared commitment to increasing civic engagement among women, youth, and people of color.

Role of the data and targeting manager: The data & targeting manager is a trainer and organizer serving our coalition. The data and targeting manager's mission is to enable Pennsylvania Voice partner organizations to make data-driven, strategic choices in their program work. The data & targeting manger also serves as an analyst of trends in the larger 501c3 civic engagement community in PA, specifically providing insight into the behavior, trends, and concentration of the state's New American Majority. The data and targeting manager is also the VAN administrator for the 501c3 community.

About Pennsylvania Voice: Pennsylvania Voice is a statewide network committed to the goal of ensuring that every Pennsylvanian is able to fully participate in our democracy. Pennsylvania Voice is a new model for coordination among nonpartisan 501(c)(3) advocacy, community, and grassroots organizations throughout the Commonwealth. Pennsylvania Voice's role is to be a central driver for 501(c)(3) civic engagement work by developing strategies and providing technical assistance to non-profit organizations, providing access to cutting edge tools, connecting organizations from across the state and issue areas, and building a coordinated and collaborative plan to engage and empower individuals, especially under represented communities in our political process. Pennsylvania Voice is a project of State Voices.

Pennsylvania Voice is staffed by a small team of experienced organizers/strategists. Staff support, facilitate, and build relationships between state leaders representing 34 distinct 501c3 organizations around three specific program areas:

o   Civic engagement: Creating year-round integrated voter engagement campaigns to increase voting, voter registration, and participation in civic life among all Pennsylvanians and specifically the New American Majority. 

o   Civic access: Modernizing elections to make voting more convenient and fully accessible to all. 

o   Civic representation: Restoring true representation to our state's democracy by preparing for the 2020 Census and subsequent redistricting process.

Specific responsibilities include:

·       Advise partner organizations on the use of voter contact tools and assist them in integrating appropriate voter contact and data tools into their programs, primarily civic engagement, but also related to civic access and representation. Make recommendations and provide strategic guidance on ways to make programs more efficient and effective.

·       Train partner organizations and Pennsylvania Voice staff on: VAN and other tools, targeting techniques (including the use of statistical models), and best practices for using data effectively.

·       Prepare program analysis and in tandem with program staff make strategic recommendations to inform collaborative program plans as well as individual group plans.

·       Through the use of the VAN, historical data, census and other available resources: develop targeting strategy for voter engagement, advocacy campaigns, activist mobilization and other organizing efforts.

·       Work with partner organizations and the State Voices network to establish and maintain best practices and standards for data collection, data acquisition and preservation.

·       Administer voter file system for Pennsylvania Voice and partners. This includes managing user and security settings; providing technical assistance; and monitoring use of the system to ensure compliance with state and national policies.

·       Produce reports and other materials needed to track, support, coordinate and identify gaps in collective strategy.

·       Identify and champion opportunities to conduct tests and experiments; assist program staff and partners in facilitating and executing experiments.

·       Other responsibilities as assigned

 

Qualifications: The ideal candidate for this position will possess many, if not all, of the following qualifications:

 

·       An understanding of common direct voter contact programs and at least two years experience in either candidate or issue-based campaigns

·       Strong VAN (Voter Activation Network) and Excel skills preferred. Familiarity with census data, online electoral tools such as Catalist and with other constituent relationship management tools is a plus

·       Ability to manage several tasks/projects concurrently and prioritize work effectively

·       Ability to communicate effectively, work well under pressure, be detail oriented and meet deadlines

·       Diplomatic, professional approach to problem solving and the ability to think independently and creatively

·       Excellent organizational, time-management, oral and written communication skills

·       Strong interpersonal skills and ability to work across multiple communities and in diverse settings

·       Must be a self-starter; willing to work sometimes long, irregular hours and to travel as needed
