Job Description: Policy and Communications Director (Level II)

Chattanooga, Tennessee

UnifiEd is a community-led movement of parents, teachers, and friends of public schools, united around a shared goal: that every student in Hamilton County will have the opportunity to graduate prepared for a brilliant future. To create a better public education system, we need to be a better public.  We believe that if citizens are informed about why education matters, what works in the classroom, and how anyone can help, then we can build better schools.  We get involved in education by getting the public involved.  Uniting parents, community members, teachers, and elected officials in support of students so that every child in our care has access to the best educational opportunities.

 

We do this by creating neighborhood-level teams, investing in individuals on the ground and building transformative connections between communities and schools. The objective of each team is to create large-scale change within each school, as well as to share best ideas and practices across the entire system. At the same time, we advocate for action with the school board, City Council and County Commission, to make sure that local government is creating policies and frameworks in which students can thrive.

UnifiEd is looking for a Policy and Communications Director (Level II).  The position is a highly thoughtful, highly demanding, and highly creative role. This is a full-time position with the UnifiEd team and we're hiring now! The work includes evenings and weekends and a flexible day schedule.

Responsibilities:

  • Provide strategic thought leadership on local education policy issues affecting Hamilton County and Tennessee
  • Help lead and manage the research and analysis required to produce policy memos and education reports on key education topics affecting Hamilton County and Tennessee
  • Produce talking points, briefings, research notes, and PowerPoint presentations for both internal and external audiences
  • Analyze, synthesize, and summarize dense and complex information accurately, clearly, and within a short time-frame
  • Meet with key education stakeholders across Hamilton County to both gather input for research and then help ensure that research is put into practice
  • Produce and breakdown data and complex education policy and budget issues for a broad audience
  • Supervise and support community research projects around education policy
  • Coordinate and manage the Education Policy Roundtable
  • Monitor and attend meetings of the Hamilton County Commission, School Board and Chattanooga City Council
  • Develop and maintain strong relationships with policy leads at other state and national organizations
  • Collaborate with the field team to share policy developments (i.e. through webinars, convenings, conferences, etc.)
  • Write blog posts and opinion pieces, and share social media content, on new policy issues and considerations
  • Provide additional project support including but not limited to writing grant and/or project proposals
  • Supervise policy fellows and interns as appropriate

 

Qualifications:

  • Expert research, problem solving, and analytic skills, including the ability to analyze and understand education policy trends
  • Exceptional writing and editing skills, including experience in developing both short issue briefs and memos and longer reports, as well as the ability to explain complicated policy concepts and quantitative results in a concise manner
  • Excellent oral communication and presentation skills
  • Ability to lead and work in teams with a positive, professional, and solution-oriented attitude
  • Experience in managing complex projects and meeting deadlines 
  • Advanced Word, Excel, and PowerPoint skills
  • Bilingual skills a plus, but not required.
  • Experience with creating, organizing, analyzing and managing large data sets and using statistical software (e.g. SAS, Stata, SPSS) (preferred)
  • Demonstrated skill and comfort in proactively building relationships with diverse audiences, including public officials, reporters and editors, community leaders, coalition partners and the public
  • Willingness to work beyond normal work day or more than 40 hours a week as necessary
  • Strong self-motivation; ability to meet tight deadlines; adaptability.

 

Compensation and application

·       Compensation is $45,000/ year. All employees are expected to work 40 hours. Employer will pay 90% of Health and Dental Insurance after 90 day probationary period. 10 days paid vacation and 12 days sick leave available after 90 day probationary period. A 403b retirement plan is also available.

UnifiEd is looking for a Deputy Executive Director. The Deputy Executive Director position is a highly social, highly demanding, and highly creative role. This is a full-time position with the UnifiEd team and we're hiring now! The work includes evenings and weekends and a flexible day schedule.

Responsibilities:

·       Establish a strong professional culture within the field and policy departments focused on accountability, reporting procedures, specific goals, utilization of best practices, innovation, and sense of purpose

·       Help coordinate field organizing with fundraising operations

·       Strategically update and improve the organizations engagement plans to maximize results

·       Communicate the campaign's field strategy to volunteers through presentations, new media, organizing meetings and training sessions.

·       Develop and supervise staff team

·       Set up, manage and hold staff accountable to organizational wide systems and a culture of database usage to enhance effectiveness of organizing and policy

·       Play a partner role with the ED in fundraising with donors and foundations.

·       Prepare written reports, meetings summaries, and related materials as required.

·       Ability to implement a comprehensive, data-driven field plan and train, coach, and manage a field team to execute the plan

·       Set, meet, and exceed benchmarks for voter contact, volunteer recruitment, grassroots engagement, and GOTV

·       Design and standardize best practices for data management using the campaign's voter file software (VAN)

·       Ensure that all metrics related to engagement are met

·       Strong Project Manager with organizing experience

·       Responsible for managing and evaluating the UnifiEd community project plans, working with the UnifiEd team to facilitate the community groups

·       Conduct project initiation; agree business and technical objectives, create detailed documentation of scope, deliverables and timeline 

·       Gain consensus with key stakeholder(s) and appropriate UnifiEd team members

·       Clearly define project roles and responsibilities, determine necessary resources, and monitor project performance through appropriate systems and procedures

·       Conduct & document customer facing and internal project meetings

·       Prepare and distribute clear agendas in advance of meetings

·       Communicate post meeting notes and action items to project team

·       Assist members of UnifiEd staff team as needed (research, participation in calls/canvassing, etc.)

Qualifications:

·       Skilled in coaching and empowering staff to improve their performance

·       Experience with and ability to train on Votebuilder (VAN)

·       Ability to design and maintain a goal-oriented accountability structure

·       Excellent interpersonal and leadership skills; successful at motivating staff to meet recruitment and voter contact goals

·       Excellent written and verbal communication skills

·       Bilingual skills a plus, but not required.

·       Ability to manage multiple tasks simultaneously with frequent deadlines

·       Ability to inspire action in others, lead by example and instill purpose into daily campaign operations

·       Relentless dedication to the organization's success and willingness to work long hours and the passion to inspire others to do the same

·       Positive attitude and solution based approach in high pressure or difficult situations

·       2+ years delivering projects in scope, on time & on budget

·       Knowledge of Collaborative Learning Communities and/or Organizing processes and best practices

·       Self-starter with high energy and drive to meet the needs of a demanding organizational environment

·       Ability to define problems, collect data, establish facts, and draw valid conclusions

·       Ability to lead and think creatively as well as adapt and contribute to changing environments
