Program Assistant: Governance

The National Democratic Institute for International Affairs (NDI) is currently seeking applicants for a Program Assistant position to work on its Governance team, primarily to support parliamentary exchange programs. The Governance team serves as an internal resource for governance programs implemented by NDI's regional teams, and also implements related global programs. The Governance team currently manages a range of exchange programs involving members of parliament and other political leaders. The position will support these programs as well as other Governance team responsibilities as assigned. Event planning and management experience is desirable. This is a full-time position based in Washington, D.C., that may require occasional travel.

RESPONSIBILITIES:
  • Play a significant role in supporting the organization and implementation of parliamentary exchange programs in the U.S. and internationally. This includes a strong focus on logistics focus, as well as the ability to serve as the primary contact for program participants, vendors, staff, and others
  • Assist in creating or making substantial contributions to related drafts of proposals, concept papers, reports, memos, program updates, and work plans
  • Assist in creating or making substantial contributions to drafts of blog posts, case studies, and other knowledge products
  • Provide support to mid-level and senior staff and back-up other team members
  • Serve as liaison to an assigned regional team, providing information, advice and support as requested
  • Assist in creating initial drafts of budgets, monitoring program spending (in conjunction with other team members), and performing basic analysis and projection of financial status
  • With guidance, assist in identifying means and methods to support program strategy and vision
  • Assist in briefing staff, consultants, trainers and volunteers
  • Support communications with NDI staff (D.C. and the field), as well as overseas partner organizations, in relation to supported programs
  • Support the organization and maintenance of team data, documents and accounts
  • Support to legislative strengthening and parliamentary exchange programs operated by the Governance team, including the House Democracy Partnership (HDP) and the Institute for Representative Government (IRG)
  • Update program profiles and other documents as needed
  • Ensure NDI interpretation equipment is in working order; acts as point of contact for other teams who wish to utilize the equipment
  • Work with country and regional teams (or travelers themselves) to arrange travel for participation in programs
  • Communicate with teams or individuals on relevant logistics and administrative matters
  • Act as central point of contact for vendors involved in HDP and IRG activities
  • Work with vendors on activities related to: retrieving bids, negotiating and contracting (e.g. hotels, caterers, interpretation companies, ground transportation, etc.) to ensure NDI receives the best rate and quality of service in compliance with all USG and donor guidelines.

QUALIFICATIONS:
  • Bachelor's degree, preferably in international relations, political science, public policy or related field; relevant experience or a combination of experience and education can be used in lieu of degree
  • Demonstrated coursework and/or internships in international development, government, organizational development or legislative affairs preferable
  • Ability to effectively interact with all levels of staff, U.S. and foreign government personnel and diplomats, as well as the general public
  • High level of oral and written communication skills to effectively present information, respond to questions and prepare written reports in a professional manner
  • Capacity to work both independently and as a member of a team, and to lead a project with oversight from senior staff
  • Demonstrated resourcefulness and ability to solve problems creatively
  • Knowledge of PC-based word processing and spreadsheet applications
  • Knowledge of basic budget and accounting procedures
  • Excellent organizational skills and strong attention to detail
  • Ability to work under pressure and manage multiple tasks simultaneously
  • Ability and willingness to travel domestically and internationally
  • Experience with high-level exchange programs, and/or general event planning
  • Familiarity with U.S. Congress
  • Familiarity with USG grant programs, regulations, visa processes, etc.
  • Foreign language skills
  • Experience with Google Apps (Gmail, Calendar, Google Drive, G+, etc.)
  • Website and social media account management skills strongly desirable.
