Director of Policy & Government Affairs
POSITION SUMMARY:
The Director of Policy & Government Affairs is responsible for developing NCRC's policy priorities and influencing members of Congress and the Federal government to support them. In coordination with executive staff, the Director recommends and carries out courses of action to shape legislation and regulation as it forms and when it is implemented. Critically, the Director will work closely with other key NCRC staff to move and inspire NCRC members and U.S. and local legislators to adopt NCRC-preferred outcomes.
ESSENTIAL FUNCTIONS:
Policy & Government Affairs:
- Lead the policy & government affairs team in researching, analyzing, and developing new proposals and responses on key issues of concern to NCRC, including on housing, banking regulations, community development, and small business matters and other related issues.
- Develop, direct, and implement NCRC's federal legislative, regulatory, and public policy strategies, including participating with NCRC leadership in determining advocacy priorities, positions, and strategies.
- Build relationships with key congressional offices, government officials, and other stakeholders, and lobby those contacts to support NCRC's policy goals.
- Develop strategies to expand NCRC's influence in DC, working with the Director of Membership and Organizing to implement grassroots, member-driven strategies.
- Continually track, organize, and report concisely, information relevant to NCRC policy priorities from a variety of sources, including pending legislation, media reports, reports from think tanks, academic research literature, and other advocacy organizations.
- Prepare testimony and briefing materials for committees, panels, hearings, and briefings.
- Brief executive and other staff on policy developments.
Communications & Public Relations
- Frequently draft a variety of policy materials, including White Papers, issue briefs, correspondence, blog and newsletter articles, and action alerts for our members.
- Respond to time-sensitive policy inquiries from staff, media, legislators, and members; work with Director of Communications on media strategies and responses.
- Publicize NCRC's advocacy initiatives and engage grassroots/constituent advocates, working with membership, communications, and other departments.
- Ensure that all reports, correspondence, and any other requests for information are delivered in a timely fashion to all key congressional offices and stakeholders.
- Coordinate with additional NCRC departments to leverage individual capabilities and maximize policy and legislative outcomes.
- Present at conferences and other public events, including developing and managing workshops for the NCRC conference.
Management & Administration
- Planning and strategy development
- Develop annual goals and work plan.
- Contribute to development of strategic plan.
- Coordinate with other departments, including leading interdepartmental working groups.
- Supervision of NCRC Legislative Staff
- Attract and manage talented legislative staff and consultants to ensure that the tasks delegated to them are satisfactorily completed in a timely manner and that they provide high-quality service.
- Provide training and professional development for staff.
- Budget, Fundraising, and Development:
- Manage department budget in cooperation with Chief of Membership & Policy.
- Work with NCRC leadership to design and develop an appropriate staffing and organizational plan to support legislative activities.
- Work with the development team to raise funds to support NCRC's legislative strategy.
- Support departmental and organization-wide fundraising efforts to identify, assess, and apply for governmental and private-sector funding opportunities.
- Other duties as assigned by the Chief of Membership & Policy.

QUALIFICATIONS:
- Bachelor's degree required, J.D. or public policy advanced degree preferred, plus 3-5+ years of experience in Congress, the Administration, or equivalent lobbying experience.
- Team player who works well in small, fast-paced, highly collaborative environment, with the ability to execute multiple projects, manage subordinates, and work long and often unpredictable hours.
- Established relationships with Congressional and Administrative staff.
- Demonstrated commitment to the needs of low- and moderate-income communities, including experience and interest addressing housing, community development and small business development issues.
- Thorough knowledge and understanding of the legislative process, and how advocacy organizations can influence it.
