The Ballot Initiative Strategy Center (BISC) seeks to strengthen democracy by building a national progressive strategy for ballot measures.
Long term, BISC's vision is to use ballot initiatives as a tool to: activate and engage critical voters in our communities, advance our collective goals, build capacity through important issue campaigns and support strong in-state infrastructure for proactive work.
BISC is a critical part of the progressive movement. BISC is the progressive community's only research and capacity-building organization focused solely on the ballot-measure process.
BISC has a long track record of collaboration and alliance building. BISC works with partners in the states that permit citizen initiatives and collaborates with leaders on ballot measures affecting working families, government revenues, reproductive justice, LGBT equality, immigration, clean energy and more. BISC works closely with national and state labor partners, including the AFL-CIO, AFSCME, AFT, LIUNA, NEA, SEIU, the Teamsters and the UFCW.
BISC is a trusted source of information and expertise. BISC analyzes ballot-measure funding to inform smart investments in a coordinated ballot-measure strategy. It also conducts in-depth, multi-state research to understand the ballot-measure process, inform effective strategies and measure success.
BISC is at the forefront of understanding emerging political trends and strategy. BISC identifies innovative opportunities for reform of state ballot-measure laws and works with in-state partners to enact them.
BISC convenes unlikely partners and creates progressive alignment. BISC can bring together diverse stakeholders with conflicting viewpoints because it has an issue-neutral perspective that transcends traditional issue and geography silos. BISC creates a common ground by demonstrating the benefits of working together. It convenes more than 200 activists annually with its Road Ahead Conference.
