Manager of Application Development Grade: D

Purpose:
The manager of Application Development will build and lead a team working across the full spectrum of web technologies, especially web services. This position will lead a team of two developers who are developing a scalable and intuitive application allowing for rapid information discovery, correlation, and interaction in real-time.
PRIMARY RESPONSIBILITIES:

- Provide software support for Membership Database and related SEIU Programs such as those administered by Politics, Member Strength, and New Media.
- Be proactive towards improving applications and support for SEIU Programs
- Take leadership role on projects
- Manage the team and work associated with application and service development
- Manage contractors providing programming services as necessary
- Develop .Net applications
- Develop SQL and VBScript code
- Develop ETL code along with using ETL tools such as Microsoft SSIS
- Develop reports using Microsoft SSRS
- Administration of database Security, Server Objects, Management, and Server Agent
- Create and maintain Stored Procedures, Triggers and Functions
- Application and Server performance monitoring and tuning
- Perform other duties as required to assist the department in providing information services to SEIU
Secondary Responsibilities:
- Knowledge of Apache/NGINX for web applications, desired
- Monitor custom system written in C# and ASP.net
- Knowledge of SharePoint
- Working experience with AWS or similar cloud based computing and storage resources.
Contacts:
Must be able to represent the International Union with local leaders, members, staff, and outside organizations utilizing independent judgment and a high level of professionalism.
Interfaces with high-level organizational and external contacts, including:
- SEIU officers, division leadership, International senior staff, project and program managers, field and organizing directors, local union officers and staff.
- External: officers and staff of allied organizations and partners.
- Vendors: design and production companies, consultants, pollsters, freelancers, video and multi-media producers, advertising agencies.
Ensures that sophisticated choices are made about appropriate vendors and support services.
Direction and Decision Making:
Reporting to the Deputy Director of Data & Technology. Manages team of developers (2) and data coordinators (3).
Education and Experience:
Bachelors degree in programming development and administration. Seven (7) to ten (10) years of experience in programming development and systems administration on a Microsoft SQL Server platform including extensive independent experience using SQL Server Management Studio and SQL Server Business Intelligence Development Studio; seven (7) to ten (10) years system administration experience including all database administration functions with emphasis on performance monitoring and tuning; Master's degree in a relevant technical field preferred;
Or, a combination of education and experience that would provide for the following knowledge, skills and abilities:
- Thorough knowledge of programming development and administration.
- Knowledge of unions or similar nonprofit and their issues.
- Ability to conduct high level data analysis.
- Ability to use personal computer, including spreadsheets, databases and on-line research services.
- Ability to work with people from diverse backgrounds and cultures.
- Ability to conduct formal research, analyze data and make sound, logical conclusions.
- Ability to communicate effectively, both orally and in writing
- Detail orientation with strong organizational skills
- Ability to make formal presentations and write advocacy papers.
- Ability to handle multiple priority projects simultaneously and meet established timelines.
- Ability to manage time effectively while maintaining a high level of productivity
- Advanced skills in the use of personal computers for purposes of financial and data analysis.
- Advanced skills in the use of spreadsheets, database management systems, presentation software and on-line information sources.
- Thorough knowledge on the Security, Server Objects, Management, and SQL Server Agent components of Microsoft SQL Server Management Studio.
- Thorough knowledge of application monitoring and tuning abilities using tools such as Microsoft SQL Server Profiler and Database Engine Tuning Advisor.
- Thorough knowledge on ETL tools and ETL code development.
- Thorough knowledge on developing net applications.
- Knowledge of Microsoft Visual Source Safe.
- Strong skills developing VB.Net and VBScript code.
Physical Requirements:
Work is generally performed in an office setting. Long and extended hours and travel required.
