Talent Management Director

The Director of Talent Management is a high profile role within SEIU Local 1000 and reports directly to the Chief of Staff. The person in this role is responsible for managing talent development strategies including sourcing, recruiting, training, development, performance management, employee and labor relations, compensation, benefits and compliance.
This role is responsible for defining key management initiatives for approximately 190 employees in six offices throughout California. Roles within our Union include organizing, representation, advocacy, communications, research, legal, accounting and IT. The person who will be successful in this position has a well-developed understanding of the competencies associated with these roles.
About SEIU Local 1000
SEIU Local 1000 represents 95,000 California state employees in nine different bargaining units. Represented employees include professionals, educators, nurses and administrative and support employees.
Key Duties and Responsibilities:
- Defines a strategic program for talent management for the Departments within the Union.
- The Director will be experienced managing in a Union environment, negotiating collective bargaining agreements, responding to grievances and assisting with arbitrations and ULPs.
- Engages in workforce planning activities and succession planning to develop a "promotion from within" capability. This includes forecasting future needs due to anticipated retirements, turnover and organizational change, and developing retention strategies to address turnover.
- Creates or utilizes learning & development programs with a mix of internal resources and external vendors.
- Evaluates training needs and success using gap analysis, root cause analysis and appropriate methodologies to evaluate the impact of training on performance.
- Identifies managers' training and development needs and creates solutions customized to meet those needs.
- Develops strategies to identify, attract, and recruit talent through networking, career fairs, and the creative use of social media.
- Recruits, sources, selects candidates and negotiates job offers. Writes employment agreements.
- Manages performance through annual appraisals, provides coaching, counseling, and is responsible for on disciplinary actions.
- Administers compensation and benefits, including health, vision, dental, EAP, 401k programs.
- Conducts internal investigations.
- Manages employee leaves.
Qualifications:
- Experienced with learning design and delivery, adult learning theory, project management, developing and managing projects.
- Strong generalist knowledge of employee compensation, benefits, employee relations, recruiting, training and strategic planning.
- Experience managing performance and coaching and developing managers and employees.
- Experience managing in a Union environment in the private sector.
- Expert understanding of HR best practices, employment, labor and wage laws, FMLA, EEO and ADA regulations.
- Strong strategic and tactical planning, organization and implementation skills.
- Superior written, verbal and presentation skills.
- Builds trust and enhances relationships with Officers, members and employees
- Ability to comfortably interact with all levels of staff on a frequent basis.
- Record of successfully leading, inspiring, and empowering a team of employees
- Knowledge of workers comp and experience building and maintaining a safety conscious work environment.
- Must have strong ethics, influence and negotiation, leadership, and interpersonal skills.
- Bachelor's Degree.
- PHR certification preferred.
The Director attends frequent special events, some of which occur in the evenings or on weekends, and require overnight travel.
