JOB DETAILS & DESCRIPTION

Supervisor Frank J. Principi, Woodbridge Magisterial District Supervisor on the Prince William Board of County Supervisors is recruiting for the Senior Assistant Position (Chief of Staff). Work in this position is performed under general supervision of the District Supervisor. This position is a political appointment. The successful candidate will be comfortable in an environment of electoral politics, and will be able to function with the sensitivity and discretion needed in such an environment. This position is about policy, people, and budget in a political climate.
The successful candidate would serve at the pleasure of the District Supervisor, and employment is coterminous with the District Supervisor's term (December 2019).
 
Top Qualified candidates must have public policy experience working in an elected office and a Bachelor's Degree in Liberal Arts, Political Science, or Business/Public Administration.

GENERAL DEFINITION OF WORK:
Performs difficult administrative work assisting the Magisterial District Supervisor in performance of official functions, goals and objectives.  Staff services include research, development, recommendation and preparation of draft policies and positions on policies; development of management operations/systems; projects/program/policy implementation and evaluation; preparation of written and oral reports; legislative advocacy; completion of special studies and reports; and development of programs and special projects.  Performs frequent communication with top-level officials in both public and private sectors.
 
Work is performed under general supervision of the District Supervisor or designee.  Incumbent serves at the pleasure of the District Supervisor.  Limited supervision is exercised over subordinate administrative/clerical staff and volunteers.
 
Distinguishing Features:
The Senior Assistant to the District Supervisor differs from the Assistant to the District Supervisor in the performance of work with greater complexity and scope.  The Senior Assistant to the District Supervisor is characterized by the performance of duties related to broad and thorough knowledge of County Government operations.  The incumbent is also required to handle a great variety of significant matters of the District Supervisor with tact and excellent judgment; functions under general supervision; and exercises limited supervision over subordinate administrative/clerical staff and volunteers.
 
TYPICAL TASKS:
Researches, develops and prepares draft policies; implements and evaluates projects, programs and policies; prepares written and oral reports;
Develops management operations/systems;
May provide services to include legislative advocacy and completion of special studies;
Researches unique, innovative and/or effective programs;
Compiles and interprets statistical data;
Analyzes and reports on state and federal legislation; consults with County agencies, organizations, municipalities, and state and federal agencies regarding County, state and federal policies and procedures;
Conducts database queries; develops databases to track and maintain records;
Handles various responsible administrative or technical assignments for constituents, community and staff; handles various issues related to local, state and federal concerns;
Screens visitors, telephone calls and mail directed to the District Supervisor and follows-up accordingly; acts as contact and resource person between constituents and the District Supervisor; answers responsible correspondence for the District Supervisor;
Provides information to public or directs requests, inquires, problems to appropriate County agencies or departments;
Makes appointments for the District Supervisor, attends meetings, takes dictation and/or records minutes, arranges meetings and conferences, types reports and minutes of meetings;
Composes and types letters and memoranda in conformance with established policies and procedures or from brief instructions;
Transcribes correspondence and memoranda as required;
Prepares Board resolutions, press releases, speeches, directives, correspondence, briefings and presentations; prepares and distributes Board and other meeting agenda;
Sets-up, maintains, and upgrades filing systems and office procedures;
Safeguards confidential and sensitive information as directed;
Operates standard office equipment such as a personal computer (PC), computer terminal, copier or facsimile machines, and calculator to record, store, retrieve and transmit information;
Develops and monitors District Supervisor's budget and expenditures;
Represents and speaks for the District Supervisor as required;
Makes decisions on routine matters pertaining to day-to-day administrative operations;
Drafts talking points.
 
KNOWLEDGE, SKILLS AND ABILITIES:
Thorough knowledge of the principles, practices and techniques of County administration and of magisterial district objectives, procedures and organization; thorough knowledge of modern office practices, procedures and equipment; general knowledge of statistical techniques; ability to perform independent research and development activities; ability to systematically compile data, interpret and report findings; ability to devise procedures and methodology; ability to communicate ideas effectively, both orally and in writing; ability to establish and maintain effective working relationships with all levels of government, County employees, and the general public; ability to plan, organize and direct the work of others; ability to prepare complex records and reports; ability to work under pressure and to make decisions in accordance with laws, ordinances, regulations and established procedures; ability to function with tact, diplomacy and courtesy.

Education and Experience

Any combination of education and experience equivalent to a Bachelor's Degree in Liberal Arts, Political Science, or Business/Public Administration with course work in secretarial science; and 3-5 years of extensive and progressively responsible administrative experience in local government organization such as a magisterial district office; and 1-2 years supervisory experience as required by delegated duties and responsibilities.
