1. Request for Proposal

MoveOn.org Civic Action and MoveOn.org Political Action, collectively referred to as MoveOn throughout this request, seek proposals to provide individual management coaching to managers at MoveOn.

2. Background Information

MoveOn.org Civic Action and MoveOn.org Political Action

MoveOn.org Civic Action is exempt from federal income tax under Internal Revenue Code Section 501(c)(4) and corresponding provisions of state law.  The purpose of the organization is to alert and educate the American public with respect to issues in the public policy arena, and to encourage them to use their power as citizens to make their views known.  The organization is incorporated in Berkeley, California.

MoveOn.org Political Action is a political committee under the Federal Election Campaign Act of 1971.  The purpose of the organization is to influence the election of individuals to public office, principally by making contributions to and expenditures on behalf of candidates for federal office.  The organization is incorporated in Berkeley, California.

MoveOn Employees

MoveOn currently employ 68 employees and are planning to hire an additional 18 staff to start in Q2 2018.  MoveOn employees may work from any state in the continental United States and are currently living and working in 14 different states. We have grown significantly in the last few years and have managers who are newer to management or managing larger, more complex teams than they were previously.

3. Scope of Work

Management Coaching

We are looking to provide management coaching to some of our managers to support them in their work. We expect that coaches will do an initial assessment with managers regarding support needs and then meet either weekly or biweekly with managers, for either a half hour or 1 hour call, and other ad hoc support as needed. The period for this support is the remainder of the 2018 calendar year.


We may select more than one vendor for these services.

4. General Information for Request for Proposals

Director of Organizational Development and HR

The Director of Organizational Development and HR is the sole point of contact at MoveOn for this procurement.  All communication between the vendor and MoveOn upon release of this request for proposal shall be with the Director of Organizational Development and HR, as follows:

Estimated Schedule

Request for proposal to prospective vendors:    Friday, January 12, 2018

Proposal returned to MoveOn:                             January 24, 2018

Evaluation of proposal completed:                      February 15, 2018

Contract negotiated and signed:                          February 20, 2018

Management Coaching begins:             February 26, 2018

Submission of Proposals

Only electronic submissions will be accepted.  The Director of Organizational Development and HR must receive the proposal no later than Wednesday, January 24, 2018.

Proposals must be submitted electronically as an attachment to an email to proposals@moveon.org with "Management Coaching" in the subject line.  Attachments to email shall be in PDF format.


We encourage proposals from people of color-owned and/or women-owned businesses, and organizations with a diverse pool of coaches.


Most Favorable Terms

MoveOn reserves the right to make an award without further discussion of the proposal submitted. Therefore, the proposal should be submitted initially on the most favorable terms that the vendor could propose. There will be no best and final offer procedure. MoveOn does reserve the right to contact a vendor for clarification of its proposal.

The vendor should be prepared to accept this request for proposal for incorporation into a contract resulting from this request for proposal. Contract negotiations may incorporate some or the vendor's entire proposal. It is understood that the proposal will become a part of the official procurement file on this matter without obligation to MoveOn.


We may select more than one vendor for these services.

No Obligations to Contract

This request for proposal does not obligate MoveOn to contract for services specified herein.

Rejection of Proposals

MoveOn reserves the right at its sole discretion to reject any and all proposals received without penalty and not to issue a contract as a result of this request for proposal.

5. Proposal Contents

Proposals must be written in English and submitted electronically to proposals@moveon.org.

2.   Bios of coaches: Please share the bios of your coaches, including information about their previous work experience.

3.     Client list: Please provide a list of current or recent clients.

4.     Cost proposal: Please share your hourly rate for coaching or other cost structure.

6. Proposal

The proposal must contact a comprehensive description of services including the following elements:

1.     Approach and Methodology: Include a description of your approach to management coaching.


2. Capacity: Please share information on the number of managers you could provide support for.


2. Prior Experience: Please share examples of how you have worked with previous clients to provide management coaching.

7. Evaluation Criteria

The following criteria will be used to evaluate proposals received through this request for proposal process:

1.     Services Offered:  All services requested through this request for proposal process must be addressed (even if that means stating such services are not offered / are unavailable) with a high level of detail.

2.     Experience with Management Coaching: Experience providing management coaching to comparable organizations, especially within the non-profit and progressive sectors.

3.     Relational Abilities: Staff assigned to this engagement should have strong relational skills, demonstrate excellent listening ability, provide leadership, and be professional and supportive at all times.

4.     Remote Work Experience: Able to support MoveOn's completely remote, non-brick-and-mortar workplace.

5.     Client References:  Experience of current or previous clients.

6.     Cost:  As a medium size non-profit, overall cost of the services in the proposal will be a consideration.
