JOB TITLE: Human Resources Manager Grade: MGT E Annual Salary starts at $105,954/YR
LOCATION: Washington, DC
PURPOSE:
The Human Resources Manager is responsible for one or more of the functional areas relating to the administration, coordination and evaluation of the Human Resource Department. The incumbent is expected to be a strategic partner in developing and implementing solutions that both meet our workforce challenges and also closely supports SEIU's vision for a just society. Primary Responsibilities: (Any one position may not include all of the specific duties and responsibilities listed. Examples provide a general summary of the work required and should not be treated as a total and complete list of expected duties to be performed by employees in the classification.)
- Develops and administers various human resources plans and procedures for one or more functional areas.
- Responsible for the management, interpretation and the guidance in support of labor union employees.
- Evaluates reports, decisions and results of department in relation to established goals.
- Recommends new approaches, policies and procedures to effect continual improvements in efficiency of department and services performed.
- Rewrites job descriptions as necessary; conducts salary surveys and analyzes compensation; monitors the performance evaluation program and revises as necessary.
- Develops, recommends and implements personnel policies and procedures; prepares and maintains handbook on policies and procedures;
- Provides benefits administration; approves invoices for payment, and conducts annual re-evaluation of policies for cost-effectiveness.
- Conducts recruitment efforts for all exempt and nonexempt personnel and temporary employees.
- Actively coordinates and works closely with the Recruitment team, SEIU Divisions, Departments and Local Unions to attract, recruit and retain talent.
- Conducts employee training and development, including employee orientation, leadership training, and professional development.
- Monitors staff development, employee relations counseling, outplacement counseling and exit interviewing.
- Conducts staff development needs assessments to make recommendations on trainings necessary to improve staff performance and productivity.
- Develops and maintains affirmative action program; files EEO-1 annually; maintains other records, reports and logs to conform to EEO regulations.
- Establishes and maintains department records and reports; maintains company organization charts and employee directory.
- Participates in administrative staff meetings and attends other meetings, such as seminars.
- Plans and organizes activities for the department; participates in developing department goals, objectives and systems.
- Performs other incidental and related duties as required and assigned.
Contacts:
Include SEIU International managers and staff, local unions, external legal counsel, vendors, contractors, insurance brokers, community groups, other unions, and federal and state agencies.
Direction and Decision Making:
This position reports to the Director of Human Resources or his/her/their designee and works independently.
Education and Experience:
Graduation from an accredited college or university with a bachelor's degree in Human Resource Management or liberal arts, advanced degree preferred and at least ten (10) years of related work experience. SHRM Senior Certified Professional (SHRM-SCP) certification preferred.
Or a combination of education and experience that would provide for the following knowledge, skills and abilities:
- Thorough knowledge of human resources practices and principles.
- Knowledge of unions and their operations.
- In-depth knowledge of employment policies and procedures.
- Demonstrated ability to handle multiple tasks and meet established timelines.
- Demonstrated ability to communicate effectively, both orally and in writing including SEIU policy positions.
- Demonstrated ability to direct and manage staff.
- Demonstrated ability to gather abstract and complex data and draw sound logical analysis and conclusions.
- Demonstrated ability to handle, maintain and control confidential and politically-sensitive information.
- Demonstrated ability to represent the Union in sensitive negotiations.
- Demonstrated ability to maintain and monitor both department and other associated budgets and financial areas.
- Skill in the use of personal computer including Microsoft Office Suite and HRIS and recruitment associated software.
Physical Requirements:
Work is generally performed in an office setting, but may be required to work in other settings conducive to performing the tasks required to complete assignments. Some travel and extended hours required.
