VCN 's mission is to VCN is to build a powerful, diverse and highly-coordinated conservation movement focused on protecting Virginia's clean air, clean water and natural landscapes. The Virginia Conservation Network (VCN) seeks a committed and motivated individual to lead its land use and transportation work. The Campaigns & Policy Manager will work with VCN's Network Partners to develop and implement strategic advocacy campaigns, improve coordination among allies, and advance land use and transportation policy in Virginia.

Founded as the Conservation Council of Virginia in 1969, VCN began as a roundtable of major conservation groups and has grown to include over 100 Network Partners across the Commonwealth and a full-time staff of nine. VCN is committed to building a powerful, diverse and highly-coordinated conservation movement focused on protecting our Commonwealth's clean air, clean water and natural landscapes. 


Playing a unique role in Virginia's conservation community, VCN helps the community speak with one coordinated voice. About the Position:

VCN's Campaigns and Policy Managers are dynamic leaders who support and engage Network Partners statewide and further strengthen the Commonwealth's conservation voice. 


The Campaign & Policy Manager will oversee our land use & transportation work. Transportation - mainly individual cars and heavy trucks - is the largest emitter of carbon pollution in Virginia and across the country, leading to unhealthy air quality in our cities and fueling the impacts of climate change such as increased flooding and sea-level rise along the coast. In addition, new road construction and poorly planned growth fragments wildlife habitats and pollutes our waterways. We need a cleaner, balanced, and more equitable multimodal transportation system in Virginia. This position will work on solutions to reduce pollution from the transportation sector by enhancing intercity passenger rail, improving public transit, investing in cleaner cars and adopting smart growth policies to make our neighborhoods more walkable and bikeable. 


As the Campaigns and Policy Manager, you will be responsible for:

  • Working with partners to develop multiple statewide coordinated campaigns to advance land use and transportation policy; this can include regulatory, administrative, and legislative strategies;

  • Providing support to Network Partners to implement campaign strategies and tactics, including specialized campaign plans, issue briefings, talking points, and action alerts;

  • Organizing and providing a driving force behind campaign implementation, including press conferences, opinion-editorials, special events, and education outreach; 

  • Watchdogging state policy changes and their impacts on land use and transportation;

  • Shepherding our Network Partners through the annual Common Agenda process and engaging them in annual events; this includes creation of VCN's Environmental Briefing Book and other activities;

  • Working with our partners, including the Virginia Environmental Justice Collaborative, to ensure land use and transportation policy priorities are equitable in approach; 

  • Helping to lead VCN's Legislative Committee, including tracking legislation, developing positions for and against bills each Legislative Session, and communicating those positions to stakeholders and elected leaders;

  • Acting as VCN's lead advocate in the General Assembly on land use & transportation issues; 

  • Connecting Network Partners and local members to their elected representatives;

  • Communicating regularly with allies and Network Partners by staffing VCN's Land Use & Transportation Workgroup, sending regular updates to partners on priority issues, and meeting one on one with partners;

  • Recruiting new partner groups to join VCN by engaging them in land use & transportation campaigns;

  • Developing and maintaining strong relationships with state and local elected officials as well as diverse allies across the Commonwealth;

  • Being a vocal advocate and spokesperson for Virginia's environment, for VCN, and for its Network Partners


Qualifications: 

VCN is looking for candidates with a minimum of four years of experience, including a background in advocacy, grassroots organizing, campaigning, or community outreach. Some experience working on land use, transportation, conservation, or public health, or social justice is preferred. Candidates should have a proven track record of coalition coordination, strategic campaign development, and tactical implementation. Strong written and interpersonal communication skills are a must. Additionally, candidates who apply should have a commitment to our issues  and a drive to fulfill the organization's mission. We're also looking for candidates who have experience with and a commitment to work with communities with different racial, ethnic, ethnic, socio-economic, and religious backgrounds. Flexibility to travel statewide and work outside of the typical business day is expected.

 

Details: 

This is a full-time position based in Richmond, Virginia. You will report to our Executive Director and work closely with the rest of our staff. Some travel is required. 


Compensation and benefits: 

The salary range for most candidates is $40,000 - $55,000, depending on experience. Benefits include health and dental insurance (with fully covered individual premiums), paid time off, holidays, retirement plan, and family leave. Other benefits include professional development opportunities and an annual staff retreat to a new scenic region of the state each year.

The impacts of our energy production - particularly climate change - is having a direct impact on communities here in Virginia, from increased flooding and rising sea-levels along our coast to higher rates of asthma in our cities. This is a defining issue of our time and we must act with the urgency the problem demands. Virginia is moving in the right direction when it comes to tackling climate change but still faces major obstacles when it comes to stopping fossil fuel infrastructure projects such as fracked-gas pipelines and getting policy initiatives finalized despite entrenched special interests. We must move to 100% clean energy and zero emissions.
