Care in Action, the c4 arm of the National Domestic Workers Alliance, seeks a Virginia Program Manager to lead strong electoral and advocacy field campaigns. The Program Manager will manage paid and volunteer voter outreach efforts.  

Our 2019 and 2020 electoral program will build the political power of women of color in Virginia and focus primarily on direct voter contact tactics including canvassing, phone banking, peer-to-peer texting.

Beyond electoral organizing, the Program Manager will be responsible for leading the overall development of the domestic worker organizing project in Virginia, including developing and overseeing the base‐building and organizing programs, leading advocacy efforts to raise labor standards, supporting organizing staff, developing and maintaining strategic alliances as well as engaging in national domestic worker movement building activities. The Program Manager will also be responsible for managing and executing the overall and day to day operational tasks necessary to run the canvasser program.

Primary Responsibilities:

  • Manage a powerful electoral organizing operation, including volunteer and paid voter contact, focused on activating and mobilizing women of color;
  • Implement statewide voter registration campaign focused on unregistered voters of color;
  • Train, coach, and manage organizers and canvassers;
  • Liaise with finance, human resources, and administrative departments to ensure smooth functioning of the canvasser program;
  • Execute day to day administrative responsibilities to run the canvasser program, including collecting hire documents, timesheets, supporting with canvasser reimbursements, and serving as the main point of contact for canvassers;
  • Develop relationships and partnerships with local community, existing Domestic Worker affiliates and chapters, and other allies focused on base building work of domestic workers;
  • Execute campaign plans and effective organizing tactics including traditional grassroots voter contact; and
  • Manage organizing team to hit organizing goals and to meet all data and reporting deadlines.

Qualifications:

  • 2-3 cycles of field organizing experience with increasing responsibility;
  • Expertise in electoral voter contact, including paid canvass, voter registration, volunteer management and phone banking;
  • Experience building broad‐based coalitions;
  • Experience with voter files, voter targeting and voter contact work; 
  • Excellent communication skills and organizational skills;
  • Deep knowledge of the South and political organizing. Commitment to racial, social, and economic justice;
  • Belief in the leadership and political power of women of color, especially Black women;
  • Understanding of issues facing low‐wage workers, immigrant and Black communities, and other communities of color;
  • Commitment to support Black organizing and civic engagement, including following the leadership of Black women;
  • Willingness to work long and unusual hours, including nights and weekends;
  • Willingness to travel, reliable access to a vehicle is required;
  • Work with the national NDWA staff and attorneys to meet all legal and ethical requirements of a political organization;
  • Relentless drive, tenacity and a willingness to do whatever it takes to advance our mission and values;
  • Attention to detail and the ability to manage the technical aspects of a project such as paperwork, deadlines, etc.;
  • Ability to work effectively with strong personalities, peers, public officials, and allies;
  • Proficiency with computer operations and programs;
  • Experience running data-driven, digital-first campaigns strongly preferred; and
  • Proficiency in any of the following languages considered a major plus: Spanish, Vietnamese, Korean, or French.
