COLLECTIVE BARGAINING ADMINISTRATOR

 

Concord, NH

 

General Statement of Duties

 

Performs professional tasks in all facets of labor relations and administration within the public and private sector related to collective bargaining activities.  Responsibilities include coordination, implementation and oversight of all collective bargaining activities; conducting negotiations as chief negotiator, supervision over negotiators and support staff.  Performs other related duties as assigned by the President, including serving on the senior management team of the organization.

 

Supervision

 

Works under the general supervision of the President.

 

Supervision Exercised

 

Directly supervises, reviews and evaluates, assigns and directs the work and activities of negotiators.  Exercises shared supervision over some administrative professional staff. 

 

Example of Duties

 

Coordinates and supervises the collective bargaining activities of the organization at all levels and conducts negotiations as chief negotiator.  Responsible for strategy, research, training, implementation and maintenance of all collective bargaining agreements.

 

Coordinates staff workloads, program responsibilities, training, communications and other related duties with the President and other designated staff or management personnel.

 

Represents the organization on matters before the Public Employee Labor Relations Board, including preparation and submission of briefs and pleadings, etc., affecting contract negotiations and/or administration of collective bargaining agreements, such as unfair labor practices.

 

Represents the organization before the Executive and Legislative branches of state, county or municipal government and other official bodies regarding funding and legislative approval of collective bargaining agreements.

 

Represents or assists others representing the organization in administrative hearings relative to individual complaints concerning compensation, classification, discipline or other employment related issues.

 

Establishes procedures and communication channels between the bargaining team, the Collective Bargaining Advisory Committee, the Labor Management Committee, bargaining units, the Board of Directors, members, and all other appropriate parties.

 

Works with bargaining team to create theme, solid arguments and strategies that permit implementation of a coherent plan at the table.

 

Provides direct support to the Collective Bargaining Advisory Committee.

 

Works with master and subunit teams to prepare for contract negotiations and develops language for current and future CBAs to unify wages, benefits and other terms and conditions of employment.

 

Develops and prepares an annual plan andmonthly collective bargaining reports that indicate the ongoing status of all contracts and twelve months of benchmarks.

 

Provides input into selection of subordinate staff.  Is responsible for the daily supervision, evaluation and discipline of subordinate staff.

 

Attends meetings of chapters, committees, the board, the council and the convention and any other relevant body as required to inform and educate the membership and the public on the policies and programs of the association.

 

Reviews and develops responses to grievances appealed to the Labor Management Committee and investigates and coordinates responses to informal and formal unfair labor practice charges filed by employer groups.

 

Reviews and responds to legislation that may impact labor relations programs.



Minimum Education, Experience, and Requirements

 

Education:  Bachelor's degree from a recognized college or university.  Each additional year of approved formal education may be substituted for one year of required work experience.

 

Experience:  Five years' professional experience in labor contract negotiations to include at least two years as the lead negotiator for large contracts, plus two years of supervisory experience in any occupational area.  The supervisory experience shall count as part of the five years' total experience if related to contract negotiations.  Experience in contract negotiation with large governmental agencies is desirable.  Each additional year of approved professional level labor contract negotiations experience may be substituted for one year of required formal education or any equivalent combination of relevant education and relevant experience.

 

Licenses and Transportation:  Requires a valid driver's license, auto insurance and automobile

 

Thorough Knowledge of:

 

Collective bargaining process in the public and/or private sectors.

Collective bargaining principles.

State and Federal labor laws, rules and regulations.

Negotiation principles.

Grievance and arbitration procedures.

The operation of personal computers and the use of Microsoft Office Suite.

Principles and techniques of preparing effective oral presentations.

 

Working Conditions

Evening work and weekend hours as necessary.

May be required to travel as necessary.

 

Compensation:  $77,001.60 - $104,249.60
