Position Description:

 

The Center for Community Change (CCC) is seeking a dynamic, highly skilled Human Resources professional to serve in the capacity of Deputy Director of Human Resources. Reporting to the Director of Human Resources, this integral member of the Operations Team will assist in developing and implementing Human Resources programs and initiatives that align with CCC's strategic goals and support a culture that emphasizes empowerment for all employees. The successful candidate must have a demonstrated ability to develop and execute strategic initiatives in a fast-paced environment and have strong organizational skills. Under the general direction of the Human Resources Director, the Deputy Director of Human Resources will assist with the overall leadership and guidance, development and execution of the Human Resources function in accordance with management principles and overall objectives of the organization and unit. The Deputy Director of Human Resources develops strategic partnerships throughout the organization to deliver value-added service to management and employees that reflect organizational goals and objectives.

 

A portion of time will be spent doing work for CCC's sister organization, the Center for Community Change Action.

 

This position reports to: Director of Human Resources

 

Principal Responsibilities: 

 

Strategic Human Resources

  • Devises strategies to make CCC a high performance workplace
  • Continually anticipates and improves ways for CCC to best meet the needs of staff
  • Actively contributes to the organizational strategy by providing Human Resources expertise to the management and executive teams
  • Collaborates with team members & Talent team to develop seamless Human Resources processes around recruitment, onboarding, learning & development, compensation, and benefits
  • Partners with team members, Talent, and other internal stakeholders to develop and implement programs and to leverage opportunities that enhance the reputation of CCC as an employer of choice
  • Acts as an internal consultant on organizational development and change management issues
  • Works with Director of Human Resources to influence and shape change management approaches; identify obstacles and develop strategies to overcome them
  • Assists with the development of Human Resources metrics to measure and evaluate the impact of Human Resources programs and the achievement of established goals
  • Incorporates best practices and lessons learned into Human Resources program plans

 

Human Resources and Benefits

  • Prepares personnel action request forms, related letters and other employment documentation; obtains authorized signatures and disseminates approved documents for processing 
  • Shares responsibility for providing guidance to managers and employees regarding the interpretation and application of Human Resources  policies and procedures and completion of Human Resources forms and templates
  • Manages CCC's benefit administration process including overseeing annual open enrollment, responding to staff inquiries around plan provisions enrollments, and status changes, and keeping benefits related forms and documents current
  • Ensures that all Human Resources agreements and contracts are fully executed and contractual records and documentation of contract correspondence, contractual changes and status reports are archived for easy reference
  • Coordinates annual retirement plan audit and ensures that Department of Labor filing occurs in a timely manner
  • Takes action during Director's absence and uses initiative and judgment to see that Human Resources matters requiring attention are handled in a manner so as to minimize the effect of the Director's absence
  • Processes payroll and other tasks as needed in the absence of the Human Resources Generalist
  • Coordinates and facilitates HR-led trainings, orientations, and education sessions

 

Compliance

 

  • Keeps Human Resources team current on existing and proposed federal and state laws/regulations affecting human resources management
  • Researches state labor laws for new hires and terminations
  • Files EEO-1 report annually; maintains records, reports and logs to conform to EEO regulations
  • Lead the end of year compliance process for the retirement plans

 

Data Management

  • Validates the accuracy of the information in the Human Resources Information System and generates ongoing and ad-hoc special reports from database
  • Updates staffing and diversity charts in a timely manner to ensure that staff information is current at all times
  • Oversees Human Resources record-keeping to ensure that all electronic and hard-copy files and records are kept up-to-date and maintained in accordance with legal requirements and CCC's policies and procedures

 

Performs other duties as required and assigned

 

Qualifications:

·         Demonstrated ability to contribute to changes in Human Resources programs and service delivery by utilizing strategies such as partnering, strategic planning,  metrics and technology to achieve successful change

·         In-depth understanding of the alignment of the Human Resources function with organizational strategy

·         Strong critical thinking, problem-solving, interpersonal and analytical skills

·         Knowledge of research methods; insurance benefits and position classification

·         Familiarity with COBRA, ERISA, FMLA and related state and federal regulations required

·         Excellent oral and written communication skills required. Speaks clearly and persuasively in positive or negative situations; demonstrates strong group presentation skills

·         Ability to perform effectively and maintain composure under competing and/or conflicting priorities and demands on time

·         Ability to work well in a team environment

·         Ability to work with minimal supervision and take initiative in pursuing departmental responsibilities

·         Identifies and resolves problems in a timely manner and gathers and analyzes information skillfully

·         Demonstrates commitment to CCC's mission and values
