The data, technology, and tools team plays a critical part in developing and administering the core infrastructure that powers the Federation. The team's mission is to empower all working people by providing value, at scale, to affiliate unions of the AFL-CIO. The data and tools serve as the backbone of the Federation's massive political and legislative advocacy work in the field.

The candidate that fills this position will lead the team's staff on a day-to-day basis.  In particular, this person will guide the development and administration of the AFL-CIO's VAN instance, and bridge the gap between the tools and end users in the field.

Job description:

The Political Department provides union members with opportunities to make their voices heard in the political arena, informs members about candidates' positions on important working family issues, and conducts nonpartisan voter registration and get-out-the-vote activities.

The primary responsibility of the Senior Data Systems & Technology Coordinator is to integrate key communication components through the use of sophisticated voter contact programs into national and local political and issue campaigns. Working under the direction of the Data Systems & Technology Director, the Senior Data Systems & Technology Coordinator will utilize new and changing technology to better achieve the objectives and goals of the AFL-CIO, our affiliates and our State and Local Bodies.

DESCRIPTION OF DUTIES:
• Lead a team of political department staff assigned to work with affiliates, state and local federations, and AFL-CIO on LAN and related tools.
• Oversee the use, maintenance and integration into mobilization efforts of the Labor Action Network (LAN) (the AFL-CIO Voter File) and related tools.
• In collaboration with the Data Systems & Technology Director, assess existing systems and technologies and develop plans to improve the use of all technologies in order to strengthen grassroots mobilization efforts.
• Oversee the maintenance of AFL-CIO data on the LAN for use by affiliates, state and local bodies, and AFL-CIO staff.
• Lead effort to expand the role of the LAN to include new use cases and types of data (such as worksites and internal organizing).
• Support data and technology needs of all federation and affiliate campaigns including identification of technical training needs.
• Manage all issues related to the data security policy regarding affiliate rules and procedures around use of their membership lists.
• Assist affiliates, state and local bodies with strategic or technical assistance related to their own campaign plans.
• Contribute to the development of new technology tools and improvement of existing tools to help expand and strengthen the AFL-CIO role in assisting affiliates, state and local federations, and other partners in carrying out more effective campaigns and programs.
• Lead the fulfillment of custom data requests not available through the LAN.
• Work with other Political Department staff, IT department staff, and counterparts at affiliates to develop strategies on how best to integrate the membership system into political, legislative, and other mobilization efforts.
• Collaborate with affiliates, state and local federations, and relevant AFL-CIO staff on development of innovative uses for technology in communicating with members.
• Lead the development of data processes and pipelines to efficiently support campaign needs at scale.
• Review electoral and legislative strategic plans from state and local federations and the AFL-CIO Campaigns Department to ensure best use of the LAN and related tools.
• Lead initiative to implement data architecture improvements and automated workflows.
• Work with vendors, including NGP/VAN, on development of the LAN and related tools.
• Represent the political department at internal and external meetings related to voter file technology and use of the LAN and related tools.
• Lead the development and delivery of LAN trainings to a broad range of users, with varying political experience and technical skills.
• Work closely with Campaigns Department and Digital Strategies Department staff to ensure fulfillment of programmatic needs for electoral, legislative, and other mobilization efforts.
• Other related duties as assigned.

QUALIFICATIONS AND SKILLS:
• 5-7 years' experience of voter file or data systems working on political campaigns at the national and local level.
• Extensive experience managing political and/or issue campaigns specifically in the application of new technologies for voter contact and member mobilization programs.
• Extensive demonstrated experience with NGP/VAN and related software and technology.
• Knowledge of current and emerging technologies used as political and campaign mobilization tools to identify, target and mobilize voters.
• Demonstrated experience writing and implementing strategic plans and programs.
• Knowledge of and experience with the labor movement required and knowledge of the labor political program preferred. 
• Demonstrated ability to effectively translate technology and apply to field program.
• Demonstrated experience in all aspects of political campaigns, including polling, voter files, and internal membership files.
• Understanding of, and experience with, the use of relational databases in a campaign context.
• Demonstrated ability to work within a team providing effective support and leadership to others. 
• Demonstrated experience working successfully in politically sensitive and high-pressure environments.
• Strong listening, interpersonal, communication and problem solving skills.
• Proficiency with SQL and Python is a plus.
• Effective time management skills, including demonstrated ability to manage and prioritize multiple tasks and projects.
• Ability and willingness to work long and extended hours, including weekends, and travel as needed.
