District of Columbia Democratic State Committee Executive Director


Description

In collaboration with the Executive Committee, oversees all programs of the DC Democratic Party. The Executive Director is responsible for well-managed Party programs that build the Party at the grassroots level, strengthen its infrastructure and effectively execute the Strategic Plan of the State Party. This person must be committed to the DC Democratic Party's values and platform. The Executive Director reports and serves at the pleasure of the Chair of the DC Democratic Party.



Requirements


Strategy

● Work with Executive Committee to implement strategic planning processes, goals and priorities. and restructure job responsibilities as needed. Strive to establish a strong field program statewide.

● Review and monitor milestones in the plan and report to the Executive Committee and the General Body of the organization.

● Develop fundraising call sheets for the Chair.

● Relentlessly promote and push forward the strategic objectives of the Party as approved by the General Body.


Party Leadership and Logistics

● Successfully oversee internal party affairs and expand branding efforts through social media and other marketing campaigns.

● Represent party interests in coordinated campaign activities to ensure consistent messaging, solid internal controls and reporting compliance.

● Collaborate with others to promote the progressive interests of the state.

● Develop and maintain professional relationships with Democratic Party leaders, elected officials, key constituencies and donors.

DC Democratic State Committee

● Act as liaison with designated organizations (Democratic National Committee, Association of State Democratic Committee, etc.).


Communication

● Spearhead the development of a strong Messaging Strategy is in place and supported by a Communications Committee that reports to the Communications Director.

● Provide input to the Communications Chair and DC Democratic Party Chair regarding press releases, speak out on important issues, respond to attacks and present the Democratic Party in a positive, professional light. Help to provide quick, competent, professional and hard-hitting responses to poorly conceived anti-Democratic legislation, policies, and statements when needed.

● Ensure that the best possible use is made of strategic databases and digital tools. Manage strategies for technology investments and deployment. Assure that the user community has adequate support to achieve their objectives.

● Ensure that the Communications Chair is developing and producing party-building and message delivery tools, including social media, brochures, newsletters, briefings, website, etc.

● Utilize relevant data to adjust investments in media that impact our evolving audiences.


Preferred Experience:

● Professional and charismatic leader who is articulate, well-spoken and able to communicate a values-based message.

● Ideal experience would include previous success in local, state and/or federal campaigns. Experience in a State Party preferred. Proficiency in grassroots organizing and voter contact.

● An excellent internal leader recognized for his/her ability to identify, develop, motivate, manage and build functional teams that achieve and maintain superior levels of performance.

● Demonstrated ability to develop and execute strategic political strategies and manage tactical execution to achieve results.

● Demonstrated ability to establish and maintain a credible reputation and high-profile presence across disparate geographies.

● Excellent written and oral communication skills and proven media experience.

● Knowledge and experience with all aspects of elections including election law, campaign techniques, campaign planning, targeting, polling, get-out-the-vote programs and vendor selection.

● Aptitude for forging and maintaining collaborative relationships of trust across cohorts with a variety of interest.

● Experience in building authentic relationships and working alongside historically marginalized communities openly, respectfully and supportively.

District of Columbia Democratic State Committee Data Director


Description:

To manage the voter file, provide customer service, maintain existing technology, and develop new technology in order to advance the goals of the party. The Data Director reports and serves at the pleasure of the Chair of the DC Democratic Party.


Data Director:

● Work with public agencies to acquire the statewide voter file and other key datasets, e.g. early voting centers and polling places.

● Assist the State Party Staff with data needs, especially pulling Voter File lists quickly, correctly, and with knowledge of the big picture.

● Be the single person in the state responsible to the State Party Chair and Executive Director for ensuring that Democrats are using technology effectively and taking responsibility for solving problems as necessary.

● Keep the State Party Executive Director apprised of all relevant technology issues in the state.

● Work directly to elect candidates to office, taking care of all data needs the campaigns may have.

● Work directly with campaign managers including potential Coordinated Campaign leadership to provide technical perspective at the strategic and tactical levels.

● Provide prompt customer service to party leaders, candidates, and their staff by providing access to the Voter File, training on its use, and troubleshooting any issues that arise.

● Use political sense to give advice to clients and suggest queries or modifications to data requests where appropriate.

● Ensure that all users are able to use the online voter file effectively.

● Provide IT support where necessary; manage all IT programs and inventory.

● Assist in managing the organizations' website and other social media platforms.

● Manage all technology-related contracts for the State Party in a cost-effective manner.


Applicant should have a combination of the following:

● A positive, customer-service oriented personality and the ability to respond to issues promptly

● At least 1-2 complete cycles of campaign experience. Demonstrated data analysis and writing skills, in a political environment.

● Ability to plan and manage time-sensitive projects with competing needs.

● Experience standardizing data from multiple sources to produce complex reports.

● Advanced knowledge of Excel including formulas, functions, and pivot tables.

● Expertise with statistical models, precinct targeting and VAN.

● Advanced knowledge of relational databases including creating queries with SQL and manipulating large data sets.

● Familiarity with GIS preferred.

● Capacity and desire to work long hours in a campaign setting.
