MOVEON REQUEST FOR PROPOSALS


Project: Reproductive Justice Framework Development


Proposals accepted on a rolling basis until: Friday, August 16, 2019


Project overview: MoveOn seeks a consultant, based anywhere within the U.S., to work with our staff on the development of a reproductive justice framework that will help steer the organization's campaigning, communications, and education efforts. The framework will be a functional guide, developed with race, class, and gender equity lenses, that is informed by the work of organizations and leaders working at the heart of the reproductive justice movement. It will help to establish MoveOn's north star for reproductive justice as we seek short- and long-term opportunities where MoveOn can have a unique role in defending reproductive freedoms, where we can have the most impact, and how we can bring our membership along in the process.


Scope of work: 

  • Familiarize yourself with MoveOn's plans and intentions for a Reproductive Justice framework by reviewing existing work and meeting with key staff in the organization

  • Research and compile information as-needed for the framework

  • With significant input from staff, draft and revise a framework that includes the following potential sections: 

    • Guiding Principles

    • Campaigning Guidelines

    • Narrative Elements

    • Messaging & Style Guide

    • Resources

  • Present final framework to staff

  • As-needed, help to identify further training needs, draft public-facing materials announcing the framework, review campaign plans, and suggest accountability mechanisms to ensure adherence.


Criteria for selection: 

  • Experience working to protect reproductive freedoms and an understanding of the landscape of organizations working in this arena, especially those utilizing a reproductive justice approach 

  • Experience developing strategic frameworks to support advocacy campaigning efforts

  • Demonstrated commitment to advancing equity and countering oppression in the outward-facing work you produce





Proposal submissions:  To be considered for this role, please submit either a cover letter and resume, or a proposal which includes the following information below. No preference will be given to either form of submission.

Experience: Tell us about your relevant experience. A resume may be submitted in lieu of this section if your relevant experience appears within your resume.Approach: Briefly explain how you would work with us to develop a reproductive justice framework. 

Cost and availability: Include an estimate for hourly rate in your proposal and any limitations on your availability. We anticipate this project will require 40-80 hours of work.

References: Past clients that MoveOn may reach out to as references, with contact info.

Most-favorable terms:

  • MoveOn reserves the right to make an award without further discussion of the proposal submitted. Therefore, the proposal should be submitted initially on the most favorable terms that the vendor could propose. There will be no best-and-final-offer procedure. MoveOn does reserve the right to contact a vendor for clarification of its proposal.

  • The vendor should be prepared to accept this request for proposal for incorporation into a contract resulting from this request for proposal. Contract negotiations may incorporate some or the vendor's entire proposal. It is understood that the proposal will become a part of the official procurement file on this matter without obligation to MoveOn.

 

No obligation to contract

This request for proposal does not obligate MoveOn to contract for services specified herein.

 

Rejection of proposals

MoveOn reserves the right at its sole discretion to reject any and all proposals received without penalty and not to issue a contract as a result of this request for proposal.
