The Non-Profit Housing Association of Northern California (NPH), an affordable housing advocacy membership organization based in San Francisco and working throughout the nine-county Bay Area and statewide, seeks an experienced, passionate, energetic, strategic, knowledgeable, collaborative and skilled individual to join the NPH team in this brand new position of Political Director. We are looking for someone who can develop and lead a political program, build upon the strengths and assets of the affordable housing sector and movement, and grow NPH's collective capacity to win power and resources for affordable housing through the ballot box, through legislative advocacy and through member engagement. 


Job Summary 

This position will assist NPH in growing public support and political will for investments in critically needed affordable homes across the nine-county Bay Area region. The Political Director will create an innovative advocacy program focused on revenue development for affordable housing, intersecting primarily at the local and regional levels.


The Political Director is a new, senior position responsible for a significant program of data collection and analysis, strategy, program development and implementation. The Political Director reports to the Executive Director, works alongside NPH's Policy Director and works frequently with the NPH board, as well as political leadership throughout the region, national advocates, communications experts and researchers.


The Political Director will construct a new center of expertise, resources, and capacity to move a pro-affordable housing agenda at the local and regional levels. Engaging professionals from membership, sub-regional partners, allies and advocates, this position will also conduct planning, communications and training activities to build a foundation for successful electoral work.

Leadership Areas


Political strategy, data and analysis (30%)

  • Serve as lead analyst and strategist on NPH campaigns with responsibility for researching, targeting, developing, funding, implementing and analyzing multi-year campaigns to generate revenue for affordable home production and preservation in the Bay Area.
  • Track developments in the region and state, including prospective revenue measures, competitive/open seats involving persons of interest, and seek opportunities for revenue measures.
  • Navigate multi-level and bipartisan pathways and develop unprecedented approaches to secure public support and political will. 
  • Coordinate efforts to conduct opinion research, the development of a voter profile and voter data analysis. 
  • Create an annual work plan based on landscape scan and assessment to engage NPH members in strategic activities leading to campaigns.

Developing productive leadership relationships in the region (20%)

  • Through a program of policymaker outreach and education, build a stronger network of informed, action-oriented NPH allies in local and regional government, partner organizations, funders and campaign consultants.
  • Connect the NPH constellation of partners, advocates, allies, and members and their staff and residents in a coordinated series of activities.
  • Test and expand the network through ongoing, escalating activities.
  • Integrate recognition of key leaders' accomplishments into NPH activities. 

Communications and messaging (20%)

  • Support message development, framing and discipline using national network of housing advocates and regional contacts, regional pollsters and partners. 
  • In coordination with the NPH Policy Director and NPH members and partners, support and develop detailed policy proposals and arguments for implementing desirable revenue programs.
  • In coordination with the NPH Communications Manager, promote NPH messaging throughout the affordable housing community via earned media, trainings, materials, and events.
  • Engage all candidates in strategic races in a non-partisan manner on how to win using NPH issues.

Campaign budget management (15%)

  • In support of the Executive Director, develop program budgets and fundraising plans. 
  • Solicit funds, write proposals and develop major donor relationships in service to the Board and Executive Director.
  • Track expenditures, maintain appropriate records and reporting as required.
  • Serve as liaison to professional treasurer and campaign counsel, ensuring appropriate reporting and disclosure of campaign and lobbying activities.
  • Where appropriate and in compliance with applicable laws and regulations, support NPH members and affiliates in bundling contributions for greater impact.

Field activities (15%)

  • Coordinate endorsement activities in support of sub-regional campaigns.
  • Work with members and sub-regional partners to develop coordinated field activities and mobilize and grow activated base of member volunteers.
  • Develop and lead campaign and advocacy trainings for partners and members to grow capacity and commitment.
  • Develop systems and plans for implementation, including:
    • Create tracking forms, trainings, management systems for effective implementation of field activities by sub-regional partners;
    • Create field materials, talking points, scripts, for communications to voter and general public; 
    • Develop, conduct and evaluate training programs; and
    • Set numeric and programmatic goals, analyze progress, and adjust to meet performance goals.

Qualifications

  • Five to seven years of experience as a senior legislative aide, campaign consultant, or policy advocate working in affordable housing and community development, labor, human or social services, local government or economic development. 
  • Demonstrated capacity to get positive electoral results in complex environments.
  • Experience with messaging, earned media, voter profiles, data analysis, ballot measures and non-profit organizations.
  • Experience with diverse and multilingual communities, advocacy for low-income individuals and families.
  • Technologically savvy. Skilled with voter databases, spreadsheets, presentations.
  • Familiarity with California campaign finance laws and procedures.
  • Strong planning, communications, interpersonal skills.
  • Commitment to racial and economic diversity, social justice, and affordable housing.

Compensation & Benefits 

Salary range is $90,000 - $105,000 DOE. NPH offers an excellent benefit compensation package including medical and dental insurance, paid vacation, holidays and sick time, parental leave, a retirement savings plan and commuter subsidy benefit.
