Program Director for Western Public Engagement

and Energy Foundation China in 1999. In the U.S., the Public Engagement Program builds broad national and state support for strong climate and clean energy policy goals pursued by the Power, Buildings, Transportation, and Climate programs.
For nearly 25 years we have supported grantees to help educate business and community leaders, policymakers, and the general public about the health and economic benefits of a clean energy economy. Grantees include business, health, labor, environmental, faith, and consumer groups, as well as policy leaders, military organizations, think tanks, and universities.
The foundation's headquarters are in San Francisco, CA, with satellite locations in Raleigh, NC, and Chicago, IL. Energy Foundation China offices are located in Beijing, China.
The Energy Foundation seeks a Program Director to guide the foundation's strategies to build public will for clean energy and climate policies in the Interior West. Working from the region and in close partnership with policy experts in EF's San Francisco office, the Program Director for Western Public Engagement will develop and fund strategies that create winning coalitions able to achieve ambitious policy goals in the power, buildings, transportation, and climate sectors. The foundation does not directly manage campaigns; its core model is to synthesize strategy, identify grantees, and make resource decisions. A successful Western strategy will build momentum for a bold transformation toward an energy system that is clean, profitable, reliable, low-cost, and safe.
ESSENTIAL DUTIES AND RESPONSIBILITIES
● Develop and oversee a multi-year public engagement strategy for the region, including targeting, constituency engagement, and communications with an emphasis on Colorado, Nevada, and Arizona.
● Manage the foundation's more than $5 million annual investment in the Interior West region, with special emphasis on the portions of the portfolio aimed at building public support for clean energy and climate policy using 501(c)(3)-appropriate tactics to advocate and educate.

● Collaborate with the foundation's policy experts in electric power, buildings, transportation and climate policy to align funding with sector-specific policy goals.
● Collaborate with new and existing funding partners to build a coordinated regional strategy, define a new set of metrics for philanthropy to measure progress, and attract more resources to this work.
● Maintain relationships with grantees, policymakers, opinion leaders, and funding partners.
● Produce top-quality written materials for a variety of audiences, including board members, funders, and other stakeholders.
● Generate and implement ideas for systems, program, and operational improvement.
● Maintain collaborative relationships with peers and colleagues.
SUPERVISION
● Reports to the Senior Campaign Strategist and is a member of the U.S. Programs Team.
EDUCATION AND EXPERIENCE
● A minimum of 10 years of experience managing successful issue campaigns from top to bottom. Able to synthesize information from multiple sources into a coherent big-picture strategy, translate the broad vision into a workable plan, prioritize investments, manage a budget, and evaluate progress. The successful candidate is ready to step back from daily campaign management.
● Experience working with policymakers and constituency groups, including business, Latino, agriculture, sportsmen, faith, environmental, and labor.
● Familiarity with clean energy and climate policy issues, particularly at the state level.
● Credibility in the field. Able to establish rapport internally and with funding partners, grantees, consultants, and other stakeholders.
● Demonstrated fundraising abilities.
● Strong writing and speaking skills. Able to present complex information in a meaningful way to Energy Foundation Board of Directors, funding partners, and allies.
● Ability to develop and facilitate strategy across a network of internal and external partners.
CORE COMPENTENCIES
● Strategic Mindset: Can develop and evaluate strategies and manage long- range policy initiatives. Strong issue campaign experience, familiarity with state policy, and demonstrated skills working across the political spectrum. Able to synthesize a public engagement strategy that includes assessing opportunities, evaluating capacity, and identifying necessary elements including policy expertise, decision-maker education, ally engagement, communications, and grassroots capacities.
● Effective Relationship Builder: Able to work with opinion leaders, funding partners, and nonprofit organizations to build relationships that drive stronger outcomes and attract increased resources. Collaborative leader who is comfortable working behind the scenes to advance clean energy and climate policies in the near and long terms.
OTHER REQUIREMENTS
● Ability to travel, estimated to be 6–12 times a year for 1–3 business days at a time.
