About the SEIU Pennsylvania State Council:
The SEIU Pennsylvania State Council coordinates the joint political, legislative, organizing, and long-term planning work of SEIU Local Unions in the commonwealth, which represent over 80,000 workers in the areas of health care, public services, apparel manufacturing/distribution, and property services. We are part of SEIU, the largest and fastest-growing union in North America.
The SEIU Pennsylvania State Council is comprised of four Local Unions, SEIU Healthcare Pennsylvania, SEIU Local 32BJ, SEIU Local 668, and the Pennsylvania Joint Board of Workers United.
About the Position
Union members won incredible electoral victories in 2018, and stand on the precipice securing a Pennsylvania General Assembly that is firmly on their side. The labor movement is on the edge of a once in a generation opportunity to make deeply impactful, long-term progress for union members and working families across Pennsylvania.
The SEIU Pennsylvania State Council is seeking a Legislative Director who can help us meet this moment. A Legislative Director will focus on working with SEIU PA Local Unions to design our proactive legislative agenda, both in finding unique ways to help more Pennsylvanians join and form unions and the broad social and economic justice policies that will improve life for all working Pennsylvanians. A Legislative Director will also be responsible for marrying our 'inside the building' strategy with legislative grassroots advocacy campaigns led by SEIU members and progressive partner organizations in all corners of the commonwealth.
While a person in this role will be responsible for handling the day to day relationships with members of the General Assembly, the position is more about strategic planning and execution that will result in legislative victories. A person in this role will handle defensive legislative work as needed, but should be prepared to spend most of their time on proactive issue campaigns.
A successful candidate will make SEIU members the face of our legislative strategy, ensuring that SEIU members drive work with legislators both at the Capitol and in-district. A successful candidate will also understand that one organization alone cannot impact meaningful change, and that deep, strategic partnerships are the key to turning policy agendas into policy victories.
Lastly, a successful candidate will play a large role in advising on SEIU's political strategy, building winning electoral campaigns that bring more labor champions to the legislature.
Direction and Decision Making:
The Legislative Director reports directly to the State Council Executive Director.
Responsibilities:
· Help to define SEIU's proactive issue campaign by working across SEIU Local Unions and progressive partners.
· Build long-term, high-level strategic campaigns around SEIU's legislative agenda. Work with State Council and Local Union political, communications and field and member engagement staff to develop an integrated strategic program.
· Work to unify coalition partners around common legislative priorities.
· Power map relationships within the Pennsylvania General Assembly, determining various strategies and tactics to move legislators toward core priorities.
· Track offensive and defensive priorities in the legislative agenda and educate Local Unions on where things stand.
· Drive the SEIU endorsement process; develop and update the State Council legislative scorecard.
· Advise on SEIU's political strategy, driving electoral campaigns where needed.
Skills/Background:
4 or more years of organizing and/or political experience with one or more of the following types of organizations: progressive issue advocacy organizations, labor unions, community organizations, progressive elected officials and political campaigns. While direct lobbying experience is an asset, it is less important than a demonstrated ability to devise winning issue campaigns. We are focused on finding a candidate with a commitment to SEIU values, a strong work-ethic, and a willingness to go above and beyond.
The position is based out of Harrisburg, PA. Work in the field and travel is required. Evening and weekend hours required.
Salary Range:
The position offers a competitive salary and benefit package. Specific salary will be commensurate with experience.
