About the DCCC: The Democratic Congressional Campaign Committee (DCCC) is the official national Democratic campaign committee charged with electing Democrats to the U. S. House of Representatives. The DCCC recruits Democratic candidates and supports Democratic campaigns – both challengers and Democratic incumbent Members – with a variety of services including voter targeting, field operations, fundraising support, communications assistance, research support and management consulting. In addition, the DCCC's Independent Expenditure supports these campaigns with television, radio and other voter contact efforts. The DCCC is supported by the contributions of individuals and organizations, along with Democratic Members, from throughout the country. Position Summary: The Democratic Congressional Campaign Committee (DCCC) is hiring a Data Director for the 2020 campaign cycle. The Data Director will be responsible for managing multiple data sources, the Committee's data architecture and pipelines, and the integration of various data sources across Committee departments, campaigns, and state parties. The Data Director is also responsible for working with other departments within the DCCC to develop analytical reports to further the committee's work and assist with training and development on technical skills like SQL and GIS, among others.
Of primary importance to this role are the abilities to synthesize data into usable formats, and a commitment to ensuring the highest level of clean, accurate and timely data for use in Committee and campaign decision making.
Responsibilities Include:
- Collecting, updating, organizing and auditing multiple data inputs for DCCC usage across both internal and external sources.
- Overseeing and validating data pipelines and infrastructure for internal use.
- Overseeing automation and technical coding of DCCC products and tools.
- Building reports that impact Targeting, Field and Political teams covering a wide range of topics.
- Working with vendors to ensure timely and accurate delivery of data.
- Work closely with other committees, national partners, coordinated campaigns, and state voter file managers to maximize DCCC's data warehouse and ensure data integrity.
- Training and developing best practices for Targeting staff regarding SQL code, GIS mapping and reports.
- A range of other duties as needed.
Requirements
Skills and Qualifications (Required):
- Several years of targeting, data, and analytics experience in the political realm, including some management experience.
- Strong SQL skills, preferably across multiple database platforms (Vertica, PostgreSQL, MySQL, BigQuery, etc.).
- Ability to present technical concepts to and develop trainings for a non-technical audience.
- Familiarity with web-based voter file tools, such as VAN, Catalist and PDI.
- Experience with GIS software (ArcGIS, QGIS, etc).
- Experience with business intelligence and data visualization software such as Tableau (preferred), PowerBI, Looker, QlikView, to develop reports
- Experience manipulating large data sets and developing quality control processes to ensure data integrity.
Skills and Qualifications (Preferred):
While no candidate is expected to possess all of these qualities, a strong candidate might possess or demonstrate many of the following skills and experiences:
- Experience with DNC tools such as Stork, Toolbox, etc.
- Familiarity using statistical tools such as R, Stata, SAS, or SPSS.
- Coding experience in Python.
- Experience working on a field campaign or working closely with a field team to develop reports to track field metrics.
- Knowledge of common metrics used to track media spending.
- Experience working with Census data sets.
- Familiarity with data science principles and practice.
